The worker’s image of the family needs to be expanded, so that the potential and limitations of the wider family network in relation to the needs of the nuclear family are better understood. Social exclusion During the decade since the first edition of this book, the term ‘social exclusion’ has been brought into professional language by the government. It describes well the position of many of the families with whom the book is concerned, but it may have particularly intense connotations. For many of them, material and financial disadvantage is not the only stigmatising factor.
Farmer and Owen (1995) made perceptive comments which take us further in understanding the significance of this subject. They point out that, in investigating child abuse and neglect, workers often did not clarify relationships with the wider family even in ‘stocktaking’ occasions such as the case conference: ‘The lack of family support or social isolation was not always known. Even when it had been discussed, it was often treated as a matter for counselling’ (p. 285). This, of course, is the nub of the matter.
She examined the information on children registered for neglect in the two previous years and found that social isolation was the second highest of 37 factors which workers were asked to rank in order of their severity of effect. Before further discussing the evidence of social isolation, however, we need to remind ourselves that the phrase ‘social isolation’ carries within it a value judgement. Isolation is deemed to be undesirable and suggests that there is a deficit which must be made good. Whilst this will be a reasonable goal in many aspects and domains of the lives of parents and children, when it is applied indiscriminately it may distract attention from the negative or damaging effects of some kinds of interaction.
