In English the term ‘security measures’ seems to be a faithful translation but is rather unfortunate, for it carries the connotation of being some sort of police measure, or some kind of emergency measure facing an imminent danger.

The discretionary power of the judges on criminal matters had been extended along the lines of Ferri’s project, not in order to ensure enlightened individualization but to make it easier to hit hard both actual and potential offenders. For the same reason, the state of danger was accepted as one of the criteria to determine the quality and degree of punishment to be imposed. Indeterminate sentences which replaced punishment were rejected. Instead a constellation of security measures of very long duration were introduced for certain categories of ‘dangerous’ offenders.

It was for us, jurists and criminologists, to harbour and foster a firm belief that this future will also bring with it a solution to the formidable problem of criminality which like a dismal shadow seems to follow humanity for ever. Happy are those who will live in this golden age. There were many at that time, besides me, who were infected by such an exhilarating and touchingly naïve optimism. But there were also those who had begun to witness at closer quarters a frightening regression. And not so much later a mass of humanity was to be annihilated by evil forces in their seemingly insuperable ascendancy.
